The importer is responsible for having the proper CITES permits included with the shipping documents.  The importer is required to have the proper Federal Fish and Wildlife permit in hand before the shipment arrives.  We have heard many horror stories of skins being seized or forfeited because the rules and regulations were not followed by the exporter and/or the importer. .
