One of the smaller tassels on 1 of the 4 has been accidentally cut off. (See tassel on far right in photos of all 4 tassels. It is visible in the larger picture of all 4. Loop holding tassel on was cut. Tassel can be put back on.) If you want to use these for 2 pairs of tiebacks, you could either repair the fourth or put the cut tassel in the back.
